Rural Road Projects for Bihar

The empowered committee in the rural development ministry Wednesday approved 134 rural road project proposals for Bihar.The projects approved for Bihar under the Pradhan Mantri Gram Sadak Yojna (PMGSY) is expected to cost Rs.4.95 billion, according to a statement issued by the ministry.'
These projects covering a length of 1,264 km in different districts of Bihar will be executed by four agencies, the Central Public Works Department (CPWD), National Building Construction Corporation (NBCC), National Hydro-Electric Power Corporation (NHPC) and National Project Construction Corporation (NPCC),' the statement said.
The CPWD will execute 17 road works covering 157 km in Begusarai and Darbhanga at a total cost of Rs.721.34 million while NBCC will execute 90 road works covering 877.09 km stretching across Araria, Bhagalpur, Jamui, Khagaria, Kishanganj, Madhepura, Munger, Purnia, Saharsa, Sheikhpura and Supaul districts at a total cost of Rs.3.46 billion.

The NHPC has been assigned two road projects covering 13.32 km in the East Champaran district, estimated to cost Rs.54.56 million.The remaining 25 projects have been assigned to NPCC. Covering 217.18 km in Bhojpur, Kaimur, Patna and Rohtas districts, the cost of these projects has been estimated to be Rs.708.48 million.

Master Plan for Patna

The much-awaited master-plan of the state capital will be made public on July 7, state Urban Development Minister Ashwini Kumar Choubey said in Patna on Wednesday adding for the next two months, the government will seek opinion from the public before giving it a final nod.
The plan of greater Patna under the Jawaharlal Nehru National Urbanization Scheme comes with a price tag of whopping Rs. 500 crore and includes plan for an overall beautification of the capital with emphasis on tourism, Choubey said.
"We are going to establish a system in which the people of Patna will have as much input in the redesigning of the city as much as the concerned experts and bureaucrats," the minister said adding there will be a complete ban on posters and graffiti on public walls, particularly dirty movie posters that deface the entire city giving it a look of a giant ghetto.

Bend it Like Barauni Girl's

The world has been dominating news and media coverage all over the world .It’s believed that nothing unites the world as much as the earth shaped leather ball and the game called soccer.
Bihar’s’ passion for the game has been featured on BBC News. The report says that

The girls of Barauni village in Begusarai district eat, drink and sleep football and stay up all night to catch their favourite teams at the World Cup on television.

"How can we miss it? We get a chance only once in four years," says Mausam Kumari, who is rooting for Germany.

The girls of Barauni are not only mad about football, they also play the game with a lot of passion - three girls from the village have played in the national women's team, and seven others have been in the state team.

In a near-lawless district - over 100 people have died in political killings in one village alone - the achievements of Barauni's football girls have gone largely unnoticed.

The girls here are so mad about the game that they have a village football club, which even became the women's club champions in India four years ago.

Bihar's state football team is ranked fourth in India.

Shotgun Hard Sells Bihar

Actor and BJP leader Shatrughan Sinha is hard-selling Bihar among non-resident Indians living in the US, making a strong case for investing in the state.

Popularly called 'Bihari Babu', Sinha addressed NRIs at a fund-raising dinner for cancer patients last night along with noted singer Pankaj Udhas and legendary cricketer Sunil Gavaskar.

He told PTI here over the phone that he saw a "keenness" among people to know more about Bihar.

The BJP Rajya Sabha member told NRIs the state held great promise in agriculture, health and infrastructure.

Sinha claimed that during his interactions with Indians settled in the US, people acknowledged the positive changes in the state with the installation of the NDA Government headed by Nitish Kumar, but were worried about the frequent incidents of kidnapping.

Bihar, in 1950 was described as the second-best governed state in the very famous Paul Appleby Report. From that point, from that benchmark where Bihar is today in terms of its absorptive capacity?

This is worthy of exploration, why a state like Bihar has not been able to catch up with the rest of the world?”

Bibek Debroy talks about the systematic deterioration in the condition of Bihar over the years and the lack of accurate data on Paul Appleby assertions.

“The Bihar administration was considered to be one of the best in India by Paul Appleby in the fifties, but Bihar is now synonymous with everything that could be called bad about administration.” This is another such quote from a journalistic piece and I needn’t name the author.

E-Governance in India

Dr Shakeel Ahmad, Minister of State for IT and Communications who hails from a village in Bihar talks about the National e-Governance Plan (NeGP) which is the catalyst of the GoI’s e-governance initiative.

Aware of and concerned with the ground realities and basic infrastructure (or lack thereof) at the village level, Dr Ahmad understands that the key for the development of the masses lies in information technology and communications (ICT). That’s why he is trying to drive this development in an accelerated manner through various ICT boosters.

Reaching out to the rural masses has always a problem. The government is now making sincere efforts to provide telecom access in the rural areas. Towards this, about 5.5 lakh villages out of 6 lakh have already been provided with telephone connectivity. The remaining 42,000 villages will be provided with village public telephones (VPT) by November 2007. This data shows the results-oriented approach and the serious efforts of the government to reach out to rural India.
States Dr Ahmad: “The Universal Obligation Fund is also in the planning stage. This will be for the creation of shared infrastructure for mobile services in the rural areas. It will ensure access to mobile networks in rural areas of the country. For providing Internet access, information kiosks have already been planed as common service centres (CSCs) in rural areas to provide Internet connectivity and access to the rest of world. These CSCs will be 100,000 in number.”

      Broadband connectivity to all villages has also been planned. The Ministry of Human Resource Development has requested DOT for the provision of broadband connectivity to all schools and colleges in the country, including those in rural areas.

My Father's Land

Rummana Hussain is a general assignment reporter at the Chicago Sun-Times who also doubles as an assistant to Sun-Times news and entertainment columnist Michael "Mike" Sneed. She traveled to India and her roots in Bihar, Banauli from where her parents hail.

While growing up, Rummana, a Chicago native, was advised by her parents to steer clear from journalism. Like most natives of India, they wanted her to pursue a career in medicine and engineering. What American newspaper, they countered, would hire someone with the last name "Hussain?" Rummana received a B.A. in Communications from Loyola University in Chicago in 1993. She also has an M.S. in Journalism from Northwestern University. She is a member of SAJA's Chicago chapter and is actively involved with the Muslim Community Center in Chicago.

It was a pleasant surprise to receive Rummana mail today on her recent article, the first of the three in the series on her visits to Banauli,Bihar.

We'd complain about the lack of television and our pesky relatives who'd "borrow" our bottles of shampoo and chew up all of our of Bubble Yum as we'd wilt in the 120-degree heat and were eaten alive by mosquitoes.

The funny thing is that it was you who griped the most about Banauli's poor infrastructure, muttering under your breath and shooing away flies. Your biting comments were perfectly timed, exactly the comic relief we needed when we thought we couldn't take one more day.

In spite of it all, we really did learn to cherish Banauli and our Indian relatives as much as you did.

The World is Watching

Amazed by the the stupendous success of Bihari students in IIT-JEE a six-member Japanese media team has arrived in Bihar to make a documentary on the 'Super-30' of Bihar, a group of students who recently aced the rigorous Indian Institute of Technology Joint Entrance Exam (IIT-JEE) under the tutelage of Bihar Additional Director General Abhayanand and his partner and educationist Anand Kumar.
Impressed by their astonishing success rate, the team will stay in Bihar for next several days during which it will interview all 28 successful candidates, their mentors, and the teaching methodology used by the institute that nearly guarantees success in the IIT entrance test.
Yoichi Itoh, renowned economist attached with the Sumitomo Trust Bank and Institute, who is also part of the six-member film team, during a press conference in Patna on Thursday, said he was pleasantly surprised by the success of the 28 students most of who come from not-so-privileged background, and the sudden boom in the Information and Technology field in the nation.
"We read about the so-called Super-30 in the English media in Japan and couldn't help but wonder how these students, under such grueling conditions, managed to outperform other students from other places," Itoh said.
The 45-minute film will be shown on the Japan's government channel.

This effort will certainty showcase the real talent of bihar on the world canvas and set an example for others to follow.Kudos....

Italian Filmmaker to Shoot in Bihar

Deputy Chief Minsiter Sushil Modi has said that Italian filmmaker Sergio Scapagnini has accepted his offer to shoot his next film in Bihar. Disclosing this while speaking to newsmen here on Tuesday Modi, who recently returned from a 10-day trip to the UK, Italy and Canada, said he met the filmmaker in Rome.
"He told me about shooting his next film based on his own novel Lala in India because the main character hails from a place located near the Bihar-UP border.

Pointing out that Scapagnini's novel entitled "The story of Lala" has been published by Penguin, Modi said it had been translated in Bengali with the title "Lalu Gap".
"The filmmaker appeared to understand India quite well and has visited the country about 40 times - sometimes even twice in a year. He also visited Bihar a couple of times," Modi said pointing out that Scapagnini has already made films on India.

NABARD to Invest 2,000 Crore in Bihar

The country’s apex cooperative bank, National Bank for Agriculture and Rural Development (Nabard) on Tuesday announced it would invest Rs 2,000 crore in Bihar over the next three years to boost its economy.

"There was absolutely different condition in Bihar earlier. But now a sense of change is clearly visible and we want to extend a helping hand in the process of development by investing Rs 2,000 crore over the next three years in the fields of agriculture, health, education and revival of co-operative institutions," Nabard chief YSP Thorat told reporters after meeting chief minister Nitish Kumar.

Trivia:Bihari Brothers

Here’s another Interesting Trivia about Bihar which I’m sure will be a googly for most of you.While searching the net I came across this RnB American Musical Group of late 60’s and 70’s called Bihari Brother’s. Although they didn’t had any Bihari connection but I was really amazed to find the group titled Bihari Brothers.

The Bihari Brothers, Jules, Joe, Lester and Saul, formed the base of one of the most influential r&b labels in pop history. Counted among the artists who recorded for Modern are John Lee Hooker, Elmore James, Hadda Brooks, Lightnin' Hopkins, Lowell Fulson, B.B. King, Etta James and Ike Turner, among others.

Located in L.A.'s Watts district, the label actually grew out of brother Jules' frustration with distributors. He ran a jukebox concession in the black neighborhoods and grew increasingly frustrated by the fact that he couldn't get enough copies of hit records. So much so that, along with his other brothers, he decided to form a label.

Their first release was by a young female piano player named Hadda Brooks. Soon after the enterprising brothers bought a pressing plant and had a full staff of workers wich included producer Lester Sill. The brothers also divided tasks among them equally with Saul handling manufacturing and Jules taking production chores.

Throughout the years, the Bihari's consistently showed the talent and tenacity to stay ahead of the current trends, discovering, producing and releasing some of the best work of the genre. In 1975 Saul died, leaving his three bothers to continue the company. In recent years, however, Modern has mainly relied on its back catologue and "glory days" for revenue.

Jules Bihari was the eldest of the four Bihari Brothers (Jules, Saul, Joe and Lester), who are best known for founding Modern Records.

Bihari grew up in Tulsa, Oklahoma, in a large Jewish family of Hungarian descent. He later moved to Los Angeles - as did his brothers - in 1941, and got a job servicing and operating jukeboxes in black neighbourhoods

Health Services to Improve in Bihar Villages

Beginning next month, state-of–the-art medical services will be available at the doorsteps of many impoverished villages of Bihar, thanks to a joint initiative of the Ministry of Overseas Indian Affairs and the American Association of Physicians of Indian Origin (AAPIO).

At a meeting between representatives of the Union Ministry and the State Health Department, held in New Delhi on May 29, it was decided to launch a pilot project in Bihar to augment the state’s health facilities. Confirming the development, Health Minister Chandra Mohan Rai told HT that, in all likelihood, the project would be launched by late July.

As planned, one village (with a population of 5,000 to 10,000 persons) in each district will initially be adopted for a thorough medical check-up by the specialists. If needed, the patients would be transported to medical college hospitals for further treatment.

Great Future Opportunity for Bihar

I’d posted about the talent crunch, which the IT industry faces today on my HR FUNDA blog. "India's information technology industry faces a shortfall of 500,000 professionals by 2010 threatening its dominance of global offshore IT-services, warns a report published by business consultancy McKinsey and Nasscom, India's leading IT association.

NYT says “Labour shortages will pose a serious obstacle to India's ability to retain its lead in IT offshoring. The IT industry today employs 1m workers, but on its current growth path, it will need 2.3m IT workers by 2010. A recent report noted that only a quarter of engineering graduates were actually employable in the sector.

India's IT leaders, Infosys Technologies, TCS and Wipro are scaling up their recruitment to about 1,000 young people a month.

A lack of office space in the main IT hubs of Bangalore, Hyderabad, Chennai, Mumbai and the New Delhi region is likely to be another obstacle to India maintaining its lead. The McKinsey report calls for an additional "five Gurgaons" [the call-centre capital of India] and "5-7 Punes" [a mid-size engineering town near Mumbai).

China is today the largest producer of engineering graduates in the world, with some 600,000 passing out of its colleges and universities last year.

As per this Rediff article “According to the All India Council for Technical Education, India produced 401,791 engineers in 2003-04, 35 per cent being computer engineers. In 2004-05, the number of engineering graduates increased to 464,743, of which 31 per cent were computer engineers.

Compared to India and China, the United States produces only 70,000 engineering graduates every year. All of Europe produces just 100,000.

India currently has 113 universities and 2,088 colleges, many of which teach various engineering disciplines. Engineering colleges in the country have been growing at 20 per cent a year, while business schools have grown at 60 per cent.

Five Indian states -- Tamil Nadu, Andhra Pradesh, Maharashtra, Karnataka and Kerala -- account for 69 per cent of India's engineers. Uttar Pradesh, Bihar, Gujarat, Rajasthan and Orissa account for only 14 per cent.

I think Bihar is at the same position where India was some 20 years back. With abundance of Manpower, Bihar has the largest population in the state. The total population of Bihar as at 0:00 hours of 1st March 2001 stood at 82,878,796 as per the provisional results of the Census of India 2001. While all-India decadal growth rate of population is 21.34 %, the population of the Bihar rose by 28.43% between 1991-2001.

With more that 50% of Bihar population in the age group of less than 30 years we are actually on a point where either we can make great strides or the situation will get more chaotic

Some of the things which really augur well for Bihar are:

Despite the decline in overall growth and development we have continued to invest and excel in the field of education. Students of Bihar have traveled miles for even basic college /graduate level education.

We are as a society always committed to academic achievements and results from all national level competitions shows that the performance of Bihar students is remarkable despite the obvious shortages on infrastructure front.

Lets just hope that we are able to tap this potential and change the fortunes of Bihar .If India has to challenge and retain its competitive advantage in the field of IT in the days to come it's time Bihar plays a critical role in having a pool of competent Trained Manpower Resource, which is able to not only fill the required positions but also helps in changing the fortunes of the country and State.

We are also seeing the growth of small tier -II cities and towns scaling upto the global requirements.The increased demand and pressure on existing Urban cities means that we have to develope small centres of excellence.

Given the nature of IT industry which is not geography centric(it's a flat world) but based on talent availability and cost ,I think we just need a small momentum to shape the future.Senior professionals in the Industry feel that we really need to tap the existing manpower in these states.

Power Projetcs to Start in Bihar

The Power Ministry has decided to send a team to select a site and prepare a feasibility and viability report for a nuclear power plant in the state while the Petroleum and Natural Gas Ministry selected Bihar’s Ganga basin for oil and gas exploration.

State officials said the Ganga basin has been selected for oil and gas exploration under the Centre’s new exploration policy. Contract for the exploration project in Bihar has already been awarded to Cairn Petroleum India Ltd and Cairn Energy Search Ltd.

Bihar is among the 24 new sites selected by the Centre for exploration. An area of 15,550 sq km, spread over 13 districts, has been awarded to the two companies for exploration.

Meanwhile, the Nuclear Power Corporation of India Ltd raised hopes of a 2,000 MW nuclear plant in the power-starved state. Announcing that the state had been told a team of engineers would be visiting soon to carry out preliminary work, Bihar’s Energy Minister Bijeyndra Yadav claimed the Centre had given an in-principle okay to the state demand for a nuclear power plant.

NRI's show keen Interest in Bihar

A six-member delegation from the state led by Chief Secretary G S Kang has returned with a number of investment promises from the diaspora after attending the Asia conference at Stanford University.

The international university was so impressed with the paper — ‘Challenges and Opportunities in Bihar’ — presented at the conference by the delegation that it has decided to hold a ‘mirror conference’ in Patna in March 2007.

This conference of international repute organised in India at different points of time by the university will be held for the first time in the state. Chief Secretary Kang termed it as a great achievement for the state and said the conference would further boost the state’s changing image. The university was also considering publishing the paper presented by Bihar, Kang said.

But the most important achievement was the investment proposals struck on the sidelines of the conference. According to Kang, at least 10 proposals of investment were made by NRIs from Bihar who are big names in the US. Kang said despite being expressions of interest the proposals were concrete in nature.

Two leading lights in the IT sector there — Mihir Choudhary and Ravi Verma — have promised to set up software development offices in Patna within a month. Similarly, another NRI, Jay Dhar Gupta — president of STAT Nurses International — has promised to open a nurses training institute in Bihar to meet the acute shortage of nurses in the US. The Chief Secretary said to begin with the institute would train 500 nurses from Bihar for migration and the numbers would be increased in the future.
The NRIs would soon visit the state and follow up with concrete proposals. Among others were four NRIs from the state — Deedar Singh Bains, Rohit Arora, Jay Dhar Gupta and Vinod Verma — who have promised to undertake visits to Bihar for investing in sectors like farm and food processing, thermal and solar power and tourism promotion. One Garry Mishra of Ohlone Community College District, has promised to open two-year specialised medical and engineering training institutes on the US pattern.

NHAI to widen Bihar roads

A team of officials of the National Highway Authority of India, led by Chief General Manager, Mahesh Kumar informed that a total of 890 km of highways in Bihar have been taken up for widening (4-6 laning) under Phase III of the National Highway Development Project.
Earlier, NHAI officials were directed that the alignment of national highway should be done in such a manner that a minimum number of families are displaced.
Under the directions given, the officials of NHAI presented a new alignment for the widening of the Chapra-Hajipur highway in which 43 km out of a total length of 64 km of highway is being converted into a bypass. As a result of this, villages including Permanandpur, Naya Gaon, Bindchak, Sheetalpur, Nizamchak Basti, Jalalpur, Digwara, Aami Bypass, Chapra Bypass, Govindpur etc., will not be affected and will result in the reduction of the number of families displaced.

Bihar Connection

In another interesting story, we have a family of Bihar origin from the Caribbean island nation of Trinidad & Tobago are trying to traces roots to Bihar.

The Trinidad family approached the ministry last month in the wake of a special drive launched by the ministry called "Tracing the Roots" for people of Indian origin (PIOs) abroad.

The ministry had deputed Chandrasekhar Tiwari on the job. Tiwari camped in Biharsharif for a week and after painstaking research, found out relatives of the Trinidad family.

This family's case is not an isolated one. A large number of people from Bihar travelled to various parts of the world in the 19th century to serve as indentured labour on sugarcane and rubber plantations.

Large numbers are settled in Fiji, Mauritius, Trinidad, Suriname and elsewhere. Many are eager to locate the families of their forefathers in India.The ministry has received several requests from PIOs to trace their origins in Bihar in the last two months.

There are over two million PIOs in the Caribbean islands - over 500,000 in Trinidad and Tobago, around 400,000 in Guyana, over 60,000 in Jamaica and over 2,000 in Barbados.

Mauritius is home to 700,000 PIOs while over 300,000 PIOs live in Fiji.

In view of the widespread diaspora, the Bihar government launched a special tourism package last year called Root Tourism aimed at those people of Bihari origin who might have a desire to retrace their roots and visit their native villages.

Artist of Bihar origin headed for Basel Fair

Subodh Gupta ,who has redefined installation art practice with the Indianesque idiom and is virtually India’s finest ambassador of installation and pop art, has been given international recognition by world famous curators like Rosa Martin of the Venice Biennale.

‘At Basel there will be paintings, sculptures, drawings, installations, photographs and editions as well as video and digital art by over 2,000 artists. The full spectrum of modern and contemporary art will be represented: from the great masters of modern art to the latest generation of artists. I am part of ‘Art Unlimited’ which looks at monumental installations,’ Gupta told IANS.

The Basel Art Fair opens June 14 at Messeplatz and will feature about 300 leading art galleries from 30 countries on all continents.

In his sculptures and installations, he traverses the distance from his rural origins in Bihar to the world beyond by using forms and products of everyday India out of their rural utilitarian context.

Besides, he has also evinced interest in opening a five-star hotel in the State Capital.

"I have sent the proposals for the film city and a five star hotel to Deputy Chief Minister Sushil Kumar Modi a week back," Sinha told PTI on Sunday, over the phone from Mumbai and said the response was "encouraging".


Prakash Jha, on Saturday in Patna, said he was also interested in turning the Bailey Road area between Patna High Court and Secretariat into a Connaught Place-like business center to further change the skyline of the capital that currently looks like a overgrown slum.

Jha said he had held talks with the Building Construction Minister Monazir Hasan and discussed his plan in great detail."Several acclaimed builders in Mumbai and Delhi have already started to vie for the project spanning nearly 50 acres of land on the southern side of the Bailey Road," Jha said.

Golfer’s paradise coming up.

The UK-based Professional Golfers' Association (PGA) on Friday submitted a detailed project report for setting up a "golf resort" on a 200-acre plot of land near the Bodh Gaya international airport. "Once we get the official nod, we will have a 18-hole golf course, with two hotels (one five-star and the other three-star) and other real estate development in the area within 30 months," said Randeep Waraich, director (operations) of the PGA, which has been in existence since 1901. The estimated cost of the project is about Rs 100 crore, he added. "The basic idea is to sell destination Bodh Gaya to foreign Buddhist tourists coming by chartered planes," remarked Bihar tourism secretary R S Tiwari.

ATM’s in Vaishali Village.

Hundreds of poor landless labourers in Bihar’s Vaishali district will soon be able to withdraw their wages directly from ATMs, freeing themselves from the corrupt clutches of middlemen, moneylenders and contractors.

The district administration has opened nearly 300 bank accounts in the name of enrolled labourers in the last three days and is likely to open nearly 200 more accounts to ensure ATM cards for them.

This is a first of its kind in the state, to ensure that labourers’ wages go straight into their pockets. ‘Unskilled labourers from the unorganised sector would gain access to ATMs to withdraw their wages from next month (July),’ said district magistrate Sanjeev Hans.Central Bank of India will be installing ATMs at the block level to facilitate this move.

Law and Order Reforms

Law and order has been a perennial problem for our state, figures are shown every where on the no. of various crimes been committed in the state. However things seems to be changing and recent reports suggest that the reforms have happened in Bihar over the last few months.

An increased conviction rate since January this year has brought some major relief to senior police officials.

Statistics for the month of May show that as many as 82 people were sentenced to life imprisonment within a month of committing heinous crimes in the state.

In April, 120 persons were convicted in cases under the Arms Act, as compared to 110 criminals convicted in the month of March, under different cases. 267 persons had been convicted in cases under different sections of the IPC, 162 persons had been sentenced in cases under the Arms Act in May alone. While 34 persons were sentenced to rigorous imprisonment for over 10 years, 317 persons had been awarded less than 10 years imprisonment by different courts in the state.
